目前全球新冠肺炎疫情仍处于高位,国内疫情呈现点多、面广、频发,德尔塔和奥密克戎变异株叠加流行的特点,近期我省湘潭市、长沙市相继报告外省入湘人员检出确诊病例,疫情输入和扩散风险持续存在,防控形势严峻。
按照湖南省疫情防控有关要求,我省将进一步对高中风险区、封控管控区等区域入湘人员开展双向排查。强化上海市、广东省深圳市、吉林省吉林市、长春市旅居史的入湘人员的排查管控。坚决落实交通运输站场进出站旅客体温检测、居民健康码、通信大数据行程卡、核酸检测查验工作。对近14天有疫情发生省份入湘人员,坚持落地24小时内核酸检测。加强外省入湘人员的登记摸排和健康监测,落实高中风险地区、来自疫情发生地、涉疫群体等高风险人员的防疫服务和排查管控,按要求做好隔离观察、健康监测和核酸检测等工作。

01
严格遵守出行要求
入境人员(含中国香港、中国台湾)须在第一入境城市集中隔离医学观察至少14天,集中隔离医学观察未满21天者,须在返湘后集中隔离至满21天,再落实7天居家健康监测。中、高风险地区及所在县(市、区、旗)人员严格限制出行;中、高风险地区所在地市的其他县(市、区、旗)人员非必要不出行,确需出行的须持48小时内核酸检测阴性证明。严格限制前往中、高风险地区及所在县(市、区、旗),非必要不前往中、高风险地区所在地市的其他县(市、区、旗)。口岸接触入境人员、物品、环境的高风险岗位人员,以及集中隔离场所、定点医疗机构、发热门诊、进口冷链食品加工企业等高风险岗位人员应尽量避免出行,确需出行的须满足脱离工作岗位14天以上且持48小时内核酸检测阴性证明,并在所在单位报备。

及时主动报备报告
所有入湘、返湘人员均应在抵湘后第一时间进行报备,通过湖南健康码首页的“便民服务”中“返湘报备”进行信息报备,了解当地的防疫要求,并配合做好各项防控工作。近28天有境外旅居史或近14天有高中风险区及其所在县(市、区)、封控区、管控区旅居史的入(返)湘人员,与感染者轨迹有重合交集的人员,健康码为“红码”“黄码”,行程卡显示前14天内到达或途径的城市名称标有“*”星号的人员,高风险职业人员等重点返乡人员,务必第一时间主动向所在社区(村)、工作单位或所住宾馆酒店民宿报告,主动告知相关旅居史,积极配合做好信息登记、核酸检测、医学观察等防控措施。对逾期不报、故意隐瞒造成疫情传播的或拒不配合落实健康监测措施等,将依法追究个人法律责任。

主动进行核酸检测落实健康监测管理
所有入湘返湘人员需持48小时内核酸检测阴性证明入湘。因紧急事项入湘者,可在抵湘后进行核酸检测,在无其他流行病学史和临床症状的情况下,等待核酸检测结果期间可做好个人防护出行。有本土病例(含无症状感染者)报告省份的入湘返湘人员抵湘后24时之内再进行一次核酸检测,并自我健康监测14天。加强对自己及家人的健康监测,如发现发热、干咳、乏力、嗅(味)觉减退或丧失、鼻塞、流涕、咽痛、结膜炎、肌痛和腹泻等症状之一者,一定要戴好口罩,避免乘坐公共交通工具,尽快到医疗机构就医排查。
特别提醒:接种新冠病毒疫苗后48小时内,如果没有特殊情况,暂时不要进行核酸检测,避免出现核酸检测假阳性的情况。

加强重点场所防控
各类公共场所严格落实测温、扫场所码、核验健康码、通风消毒、督促戴口罩等防控措施,加强人流引导,避免人员聚集;城市公共交通、出租车、网约车应严格落实防控措施,司乘人员做好个人防护;景区景点、餐饮单位、室内公共场所、密闭场所落实限量、预约、错峰要求;从严管控大型会议、活动、培训、展销等聚集性活动。学校(托幼机构)按要求做好人员摸排工作,落实晨、午、晚检制度。

正确使用健康码
健康码是实施防疫医学措施的有效依据,各地要结合流行病学调查情况,合理合规合法应用健康码,采取相应防疫服务措施。任何人不得借码、套码和使用假码。出行前要关注个人健康码情况,健康码为红、黄码的人员,应立即主动向所在社区(村)、工作单位或所住酒店报告,接受专业机构调查,配合做好集中隔离、核酸检测、健康监测等防疫工作。对瞒报、谎报红黄码、个人行程和健康状况的,将追究法律责任。如发现自己健康码有与风险程度不匹配的情况,可按照属地管理原则,向当地12320、所在社区或县(市、区)疾病预防控制中心咨询、申诉(咨询电话附后)。

非必要不举办聚集性活动
按照 “谁举办、谁负责,谁组织、谁负责”的原则,严格控制场所规模及人流量,防止人员聚集。提倡家庭聚餐聚会等不超过10人,提倡 “ 喜事缓办,丧事简办,宴会不办”,确需举办的尽可能缩小活动规模。60岁及以上老年人和严重慢性病患者等人群,应尽量减少去人群聚集场所。

尽量避免网购、代购境外及国内有病例报告地区的冷链食品
如需购买,应到具备合法经营资质的正规市场或商超选购。选购进口冷链食品时,应全程佩戴口罩,并佩戴一次性手套或使用食物夹等工具以避免用手直接接触食品表面。加工时要生熟分开,烧熟煮透,注意清洁双手,避免用手触摸眼、口、鼻。

切实做好个人防护,尽早、全程接种疫苗
公众要继续保持戴口罩、勤洗手、常通风、不聚集、分餐食、用公筷、一米线等卫生习惯,配合做好扫场所码、亮健康码、核酸检测等疫情防控措施。凡符合条件的群众应主动到辖区接种单位预约接种新冠肺炎疫苗;年满18周岁已完成全程接种满6个月的应尽快接种加强针。60岁以上老人为易感人群,60岁以上老人无明显接种禁忌的,应尽快接种。

The global situation of COVID-19 is still very severe at present while domestic cases can be found in separated places throughout the country from time to time, with Delta and Omicron variants as the dominant strains. Recently, confirmed infections, among the people entering Hunan from other provinces, have occurred in Xiangtan City and Changsha City in Hunan province. The risk of cross-jurisdiction infections and spread will continue to exist, which leads to severe prevention and control situations.
In accordance with the relevant pandemic prevention and control requirements in Hunan, we will carry out two ways of screening (via big data and communities) on people entering Hunan from medium and high-risk areas, closed and controlled areas. We will strengthen screening of people entering Hunan with a travel or living history in Shanghai, Shenzhen, Jilin City (Jilin Province) and Changchun City. Meanwhile, we will also take the temperature of every passenger going in and out of transportation stations, check their Health Codes, Travel History Codes and a proof of COVID-19 nucleic acid test. For those entering Hunan from provinces where confirmed cases occurred in the past 14 days, they must take nucleic acid tests within 24 hours after arrival. We will step up the work of registration, screening and health monitoring of people entering Hunan from other provinces, and implement prevention, screening and control of high-risk people from medium and high-risk areas, from areas where confirmed cases occurred, and among groups involved in the pandemic. We will carry out isolation observation, health monitoring and nucleic acid testing as required.

ONE
Strictly Follow the Travel Requirements
Inbound personnel (including from Hong Kong and Taiwan) must be quarantined for at least 14 days in the city of first entry, and those who have not been quarantined for 21 days for medical observation must finish the 21-day quarantine in designated places after entering Hunan, following a 7-day health monitoring at home. People from medium and high-risk areas and the counties (cities, districts, banners) where those areas locate are strictly restricted from traveling; people from other counties (cities, districts, banners) within the region where medium and high-risk areas locate should not travel unless necessary. If it is a must, you must hold a proof of negative COVID-19 nucleic acid test within 48 hours. Travels to medium and high-risk areas and the counties (cities, districts, banners) where those areas locate should be strictly restricted. Do not travel to other counties (cities, districts, banners) in the region where medium and high-risk areas are located unless necessary. Personnel who are likely exposed to infected persons, virus contaminated articles and environment at high-risk positions in the port of entry and those who work in the locations of quarantine, designated hospitals, fever clinics and cold chain related enterprises should avoid travel. If it is a must, you have to leave the post for more than 14 days and hold a proof of negative COVID-19 nucleic acid test within 48 hours, and report to the organization you work for.
TWO
Voluntarily Report Your Travel History in a Timely Manner
All personnel entering Hunan should immediately report your travel history after arrival, through the “Convenience Services”–“Report upon Arrival” on the homepage of Hunan Health Code, where you can understand local pandemic prevention requirements and cooperate on related measures. Those entering Hunan with an overseas travel or living history in the past 28 days or a history in medium and high-risk areas and the counties (cities, districts) where those areas locate, or in the closed and controlled areas in the past 14 days, those who have overlapped activities with any infected person, those who have red or yellow Health Code or Travel History Code with an asterisk (*) mark, and those at high-risk working positions must immediately inform your community (village), the organization you work for or the hotel you stay in of your travel or living history. Please actively cooperate on information collection, nucleic acid testing, medical observation and other prevention and control measures. Those who cause the pandemic spread due to the failure of report within the time limit or deliberate conceal of travel and living histories, or those who refuse to cooperate on prevention measures such as health monitoring will be legally accountable according to the law.
THREE
Take Nucleic Acid Test and Properly Monitor Personal Health
Those who enter/return to Hunan shall hold a proof of negative COVID-19 nucleic acid test within 48 hours. For those who enter Hunan due to emergencies, nucleic acid test can be done after arriving in Hunan. While waiting for the result of nucleic acid test, for those who do not have epidemiological history and the clinical symptoms of COVID-19, traveling with proper personal protection is allowed. Those who enter/return to Hunan from provinces with confirmed cases (including asymptomatic infections) shall receive another nucleic acid test within 24 hours after arriving in Hunan, and conduct self-health monitoring for 14 days. It is recommended that one should strengthen the health monitoring of oneself and the family. If any one of these symptoms, such as fever, dry cough, fatigue, decreased or lost sense of smell (taste), stuffy or runny nose, sore throat, conjunctivitis, myalgia and diarrhea, is found, one must wear a mask, avoid taking public transport, and go to a medical institution for health check as soon as possible.
Notice: In 48 hours after getting the COVID-19 vaccine, it is not recommended to have nucleic acid test if not necessary, so as to avoid false-positive result.
FOUR
Strengthen the Regulation of Densely Populated Areas
For all public places, prevention and control measures such as temperature measurement, health code check, ventilation and disinfection, and urging people to wear masks are strictly required. Make sure that the guidance of passenger flow is in place, so as to avoid gathering. The prevention and control measures shall be strictly implemented for urban public transport, taxis and online car-hailing service, and the drivers and passengers shall properly carry out personal protection. For scenic spots, restaurants, indoor public places and enclosed spaces, measures including limiting the number of visitors, taking reservations, avoiding visits during the peak hours, etc., shall be implemented. Strictly control must be conducted for large-scale conferences, activities, training, exhibitions and other gathering activities. Schools (nurseries and kindergartens included) shall carry out background check of the staff as required, and arrange health checks in the morning, afternoon and evening respectively.
FIVE
Promote the Proper Use of Health Code
The health code is an effective basis for the implementation of pandemic prevention measures. Cities and counties should apply the health code reasonably and legally in combination with the epidemiological investigation, and take corresponding pandemic prevention measures. No one is allowed to borrow others’ health codes or use forged health codes. Before travels, it is necessary to pay close attention to the status of personal health code. Anyone with red or yellow health code should immediately report to their community (village), employer or hotel, and accept the investigation from professional institutions, and voluntarily take pandemic prevention measures such as centralized quarantine, nucleic acid test and health monitoring. Those who conceal the status of having a red or yellow code, or falsely report personal travel history and health status will be held accountable for legal responsibility. If the health code does not match the risk level, please consult and appeal to the local Public Health Hotline (12320), the community or county (district) centers for disease control and prevention in accordance with local health care protocols (phone numbers of relevant departments are attached).
SIX
Gatherings Shall Be Avoided or Controlled
The organizers of parties and gatherings shall be responsible for any potential consequences of holding such events. For such events, the size of the venue and number of attendees shall be controlled so as to avoid gathering. It is recommended that family gathering should be less than 10 people and is advocated that weddings shall be postponed, funerals shall be simple and parties shall be canceled. If necessary, the scale of activities should be reduced as much as possible. For senior citizens over 60 years old and people who have severe chronic diseases, visits to densely populated areas should be avoided.
SEVEN
Avoid Purchasing Cold Chain Food Online from Overseas or Domestic Provinces with Confirmed Cases
It is strongly suggested that one should buy these products, if necessary, from markets and shopping malls with legal business qualifications. When purchasing imported cold chain food, make sure to wear masks and disposable gloves or use food clips to avoid direct contact with the food surface. During processing, separate raw and cooked food, cook thoroughly, wash hands carefully, and avoid touching eyes, mouth and nose with hands.
EIGHT
Keep Good Personal Hygieneand Getthe Full Set of Vaccinesin Time
It is highly recommended that one should continue to wear masks, wash hands more often, keep good ventilation indoor, avoid gathering, eat separately and use serving chopsticks and keep a social distance of one meter. When visiting public places, please scan the QR code of the site to register, and show the health code and result of nucleic acid test. For those who are eligible to take COVID-19 vaccines, please make reservation at designated medical institutions for vaccination. For those who are over 18 years old and have received the full set of COVID-19 vaccines for 6 month, it is advocated to receive the booster shot as soon as possible. Senior citizens over 60 years old are more prone to be infected. Therefore, for those who are over 60 years old and have no contraindication of receiving COVID-19 vaccines, it is recommended to get vaccinated as soon as possible.
